Lycaon Phlegias Tenzaisei Ryukaon no Furegiasu (天罪星リュカオンのフレギアス) is a minor character from Masami Kurumada's classic anime/manga series, Saint Seiya. His power lies within the Heavenly Crime Star (天罪星), and is one of the guardians for the fourth prison of the Underworld.

Story
247 had passed since the last Holy War between Hades and Athena, so the seal that Athena had placed on the 108 Demon Stars was old and withered and would soon break. When it did the Heavenly Crime Star and Lycaon Surplice immediately sought out the human Phelgyas. When the star awakened his Specter soul, the Surplice transformed him into one of Hades' 108 Specters. He also realized his oath of servitude to Hades and journeyed to the Underworld and took up his position as guardian of the fourth prison. Hades had only been reborn in this era and was not fully awakened at this point, but his spirit was actively giving orders to the Specters. The god had revived several of Athena's Gold Saints with the offer of restoring them to their former lives if they took the goddess life in return. The Saints had of course been bluffing, but Athena had nevertheless taken her own life in an attempt to sneak into the Underworld and defeat Hades undetected. Hades' servant Pandora became aware of the possibility of what the goddess might do and instead of taking any chances she ordered all the Specters stationed on Earth to return to the Underworld. Their stronghold on Earth, Hades' Castle was also to crumble to dust when they left but before that happened, several Saints managed to make their way into the Underworld.[1]
Phlegyas was paddling on his raft in the black swamp of the fourth prison when he spotted three of Athena's Saints at one of its banks. The Dragon Saint called it perfect timing when Phelgeyas came with his raft, while the Cygnus Saint wondered if they had to pay a toll like with Acheron Charon for crossing the Acheron river. Phlegyas chuckled as he stepped of the raft and said that they could ride for free and did not have to pay a toll, but only their dead bodies. The Dragon Saint readied himself and said they probably could not negotiate a fee, but they were nevertheless going aboard the raft. The Saint then attacked the Specter with his Rozan SHoryu Ha technique but was easily blocked by Phlegyas. The Dragon Saint could not believe that he had blocked him and was intimidated by the Lycaon Specter's powerful Cosmo. The Cygnus Saint then attack with his Diamond Dust technique but Phlegyas used his second hand and blocked that as well to the Saint's disbelief. The Specter then told them his name and launched his howling Inferno technique at the two Saints which knocked them unconscious on the raft. Phlegyas had been ordered to transport their corpses so that they could be tossed into the deepest prison as an example to the other Saints. And it was now the Gemini Saint's turn he said. The Gold Saint did however step only step forward and pushed the raft out into the lake while he himself remained. Phlegyas wondered what he was doing and asked if he had lost his nerves, though it was too late since the Gemini's tickets were already sold as well. The Saint calmy replied that he would get on as soon as he had defeated the Specter. The comment angered Phlegyas who launched yet another Howling Inferno while calling the Saint a fool, and that he would die first. The Gemini Saint positioned himself in a stance while saying that once a Saint had seen a technique it would not work twice. The Saint then launched his Galaxian Explosion technique which killed the Lycaon Specter instantly. The Gold Saint jumped on the raft but remembered that he had forgotten how long it would take to the fifth prison, but that was too late now. [1]
Concept & Creation
Phlegyas was created by Masami Kurumada for the classic Saint Seiya series. His name comes from the ferryman Phlegyas who transports Virgil and Dante across the river Styx in Dante's Inferno. The anime adaptation has a slight change in events in that Cygnus Hyoga and Dragon Shiryu attacks him at the same time instead of in turns, but the end result is the same.
Special Techniques
"Howling Inferno"
Phlegyas starts to run while his fists turn into glowing spheres that he strikes his opponent with. Phlegyas only git Hyoga and Shiryu in the chest with this technique, so if he strikes other areas is currently unknown.
