it is true that having many new chars for Hades didn't give much chance for chars development.
but for me Hades chapter is the best. Gold Saints was given their proper placement as being superior saint and they have their moments of action and glory.

Hades chapter.  It was like the culmination of everything, the entire story seem to build up to that point. I feel a bit bad for Poseidon saga though, the story arc didn't make much impression but the myth cloth collection for them is quite good.

only in the anime? i haven't had the chance to read the manga yet... do you mind sharing a bit on what kept the Gold Saints busy during the Poseidon arc?  that last item AriesMu mentioned had been bothering me... i've seen some references such as here http://gundam.kfchong.net/collections/html/saint_cloth_myth/gemini_saga.php that it seemed certain that the god of war Ares was responsible. But upon watching the anime it wasn't really clear, aside from the name of Ares... it was just split personality, but i liked the idea that an external force coerced Saga to betray Athena.

They didn't really say what kept them busy just like the manga, only saying they were preparing for something and Dohko knows something... You can say Movie 3 is the logical reason at that time before Hades OVA came out...
Masami only intended the Poseidon Chapter to run in one year's time in the manga, so there was not much room for development and even he says he should have flesh out the General characters more.
For the anime side, like I said above, it was to have a big impact when the Gold Saints fight each other. You can say at the time of Asgard, they didn't want to complete with movie 3 so Gold Saints only showed up in the movie... But at the time of Movie 4 or Poseidon, it was really stupid...
The idea of saving up could also attributed to the fact that Masami's original intention after finishing Hades Manga, he wanted to do these side mangas(Yomikiri) all about the Gold Saints...
But, all that was canceled along with the original plans of Hades OVA "Saint Seiya Modern Myth" ....
About Saga, in the manga when Seiya shine that shield, it canceled the golden arrow and drove out an Evil Aura out of Saga. Masami has yet to reveal what all that was about. And in the Hypermyth, it asks the question who or what made the Gold Saints betray Athena and fight on the side of Pope saying lines like "Power is Justice!!!"

I think that the Gold Saints had to obey the Pope and listen to whatever he says or get brainwashed by his Genromaoken or something. But then again only Aioria fell victim to that technique so maybe the goldies believed that Athena was the statue and not Saori.
Evil Saga (who at the time usurped Sanctuary by killing the real Pope) told the others that Aioros betrayed Sanctuary and tried to murder baby Athena. Then Shura chased after him and dealt him a fatal injury.
Deathmask and Aphrodite couldn't care less about good and evil as long as somebody who has power rules Sanctuary. They say that "Power is justice" and strangely Deathmask was the only Saint who had his cloth abandon him because he was "evil". Why didn't the Gemini cloth abandon Saga or the Pisces cloth Aphrodite?

The manga version of Sanctuary arc was the best. The anime one was badly executed so I would go for anime Hades.

I'm torn between Sanctuary and Hades but I choose Sanctuary because it marks the huge differences between the manga and the anime. And it's home to one of the greatest scandals in the series...
Hades obviously has the majority of votes. I approve only of the manga though. The anime...eh only the first 13 OVAs.
