It was written by Tatsuya Hamazaki and take place between the Poseidon and Hades chapter. It is probably official since it's been published in Brazil aswell, but it's not considered canon.

Actually, this story happens after Hades Chapter. If you read carefully how Seiya wears his Pegasus Cloth, it is actually describing the Hades Version. So this story is after Hades Chapter before Heaven Chapter.
